Fr. Rutillo was born on 21st June, 1935 in Tuguegarao, Cagayan province of the Philippines. He entered the Seminary for novitiate training on 22nd July, 1955 at Center Harbor, New Hampshire, USA and did his Philosophy & Theology studies at the LaSalette Major Seminary in Attleboro, MA, USA from 1956 to 1962.
Fr. Rutillo was ordained priest on 15th August, 1962 in Santiago City, Isabella, Philippines.
From August 1962 to August 1967, he was assigned to various Parishes and Schools in the Philippines. In September 1969, he went for further studies in Missiology & Mariology to St. Paul’s University, Ottawa, Canada and was there until February 1970. For a short time from March 1970 to July 1970, he preached Missions in French in the province of Quebec, Canada for Missions Financial Assistance.
From April 1971 to April 1973, Fr. Rutillo was the first elected Vice Provincial in the Philippines. From June 1973 to July 1978 he worked as Vocations Director for the LaSalette Missionaries and was also connected with the National Office of Vocations Director in the Philippines.
From August 1978 to July 1985, he continued his work in the various Parishes and Schools of Isabella, Philippines.
From July 1985 to January 1987, he worked as Mission Procurator in Southbridge, MA, USA and from January 1987 until September 1992, he worked in two parishes of Orange County, Orange Diocese in Southern California, USA. From October 1992 to December 1995, he continued to work as a Parish Priest and School Director.
From January 1996 to April 1996, he worked as Acting Pastor of Our Lady of the Queen in Sydney, Australia. He then went back to the Philippines for a short time to work as Assistant Novice Master at Silang, Cavite, Philippines from May 1966 to August 1996.
S ince August 12, 1996 Fr. Rutillo had been posted to the Holy Family Cathedral, Latin Vicariate of Kuwait.
He left Kuwait in September 2000 for his new assignment.
