Fr. Windel was born on 7 January, 1967 in the Philippines.
In 1986, he graduated from the University of San Jose Recolletos (Cebu City, Philippines) with a Bachelor's Degree in Commerce and a Major in Accounting.
Fr. Windel began his formation to the Priesthood in 1989. From this year to 1991, he did his Philosophical Studies at the Urbaniana University (Rome, Italy) and at the Major Seminary in Verona, Diocese of Verona, Italy. From 1992 to 1993, he completed his Novitiate Formation at Eremo Di Montevirginio in Rome, Italy.
In 1995, Fr. Windel completed his Theological Studies at the Pontifical Institute of Teresianum in Rome, Italy. Thereafter until 1997, he did his Licentiate Studies (Dogmatic Theology) at the Pontifical University of St. Thomas "Angelicum".
Initially, Fr. Windel joined the Congregation of St. John the Baptist. However, as he progressed through his formation, after his first year in Theology, he felt a sense of missionary zeal and a call to serve God as a Carmelite. Accordingly, he joined the Discalced Carmelite Order (OCD) and was ordained to the Priesthood on 30 September, 1998. After his ordination, in 1999, he was assigned to the Convent of S. Silvestro, Montecompatri, Rome as Vice Superior and Bursar of the Community. In the same year, he volunteered as a chaplain of a Filipino Community in Rome.
His coming to Kuwait was a concrete response to his prayers through the intercession of the second Filipino Blessed Martyr - Pedro Calungsod - who came from Visayas, and was martyred while defending his parish priest from the harassment of a native in the island of Guam, wherein both lost their lives on 2 April, 1672. Fr. Windel was a member of the Central Committee for his beatification which was held on 5 March, 2000 at St. Peter's Square in Vatican City, Rome.
Fr. Windel left the Vicariate of Kuwait in September 2007. May God bless him for his service to the Vicariate.
