The Secretary of the Apostolic Nunciature in Kuwait is Mons. Arnaldo Catalan. He was born on the 18th of September 1966 in Manila, the Philippines.

Mons. Catalan was ordained a priest for the Archdiocese of Manila on the 25th of March 1994. He served as Parochial Vicar for a couple of years in the Archdiocese of Manila.

He was sent to Rome by his Archbishop to complete his Doctorate in Theology after which he was asked to enter the Pontifical Ecclesiastical Academy (the Diplomatic School of the Vatican) where he completed his Doctorate in Canon Law in 2001.

Mons. Catalan was first assigned to the Apostolic Nunciature in Zambia and Malawi from August 2001 to August 2004.

He was assigned to the Apostolic Nunciature in Kuwait as First Secretary from September 2004 to July 2007.
