3. WHO CAN'T RECEIVE COMMUNION AND WHY?
In November of 1996, the National Conference of Catholic Bishops in the United States revised the statement on the reception of Holy Communion which normally appears in missalettes. (The language was changed, not the teaching.) Bishop Thomas J. Tobin of Youngstown took this occasion to explain the Church's policy in his diocesan newspaper. His explanation finally received wider circulation in the latest issue of The Priest magazine. This is the clearest exposition of the Church's communion policy I've yet seen.
